Alec Zavell Discusses Amendments Made to Florida's Certificate of Need Program in DBR Byline
Hinshaw's Alec Zavell authored an article titled "Florida's Certificate of Need Program Turns to Certificate of Want," published by the Daily Business Review. In the article, Zavell considers the pros and cons of a new Florida law, effective July 1, 2019, that deregulates the "costly, highly-contested, and lengthy" requirements governing the establishment of new health care facilities and programs in Florida. With this new law, Florida joins a growing list of states that have minimally regulated certificate of need laws.
"As a result of deregulating much of the certificate of need process in Florida, the requirements to establish a new hospital or provide complex tertiary health care services have been significantly reduced," Zavell said. "Now…health care facilities only have to satisfy licensing requirements with [Florida's] Agency for Health Care Administration."
